Youth minimum wage, and the shortcut that gets it wrong

There is an obvious way to work out a young worker’s minimum hourly rate, and it is wrong. It produces a number in the right region — close enough to look right on a payslip — while underpaying every bracket by roughly 7%. The correct calculation starts from a different figure entirely.

Three brackets: 70%, 75% and 83%

The youth minimum wage is set as a percentage of the adult minimum: 70% under 16, 75% at 16, and 83% at 17. The bracket follows the worker’s age on the day worked, so a birthday mid-month splits the month across two rates.

The percentage applies to the MONTHLY wage, over 173 hours

This is the part that is easy to miss. The youth rate is legislated as a percentage of the monthly minimum wage, converted to an hourly figure over a 40-hour week — 173 monthly hours. The adult hourly minimum is derived differently, from a 42-hour week over 186 monthly hours. The two divisors are not interchangeable.

Why scaling the adult hourly rate underpays

Taking the adult hourly minimum and multiplying by the bracket percentage silently applies the adult’s 186-hour divisor to a figure that should use 173. The result is about 7% low. It is not obviously wrong — that is precisely the problem. The number looks plausible, the payslip balances, and nobody notices until an inspection or a back-pay claim.

The numbers, written out

Against a monthly minimum of ₪6,443.85, the correct hourly rates are ₪26.07 under 16, ₪27.94 at 16 and ₪30.92 at 17. The shortcut — scaling the ₪34.64 adult hourly rate by 70% — gives ₪24.25 for the youngest bracket, ₪1.82 an hour short. Over a 40-hour week that is roughly ₪73, and over a summer it is real money.
